CENARA One is deliberately not a black-box recommendation engine. AI may assist with extracting and explaining evidence, but it does not choose a winning provider, change the client’s weightings, calculate the deterministic match or approve a capability claim. Those boundaries keep the recommendation explainable and reproducible.
